The United Kingdom and the United States have reached a major bilateral deal that will guarantee no levies on UK medicine products entering the US market.

Agreement Details of the Deal

Under the terms of the agreement, the UK has agreed to increase funding on medicines through the public health system. This move ensures that tariffs on these crucial products will be held at nothing for a duration of 36 months.

This agreement follows recent warnings to significantly raise import taxes on branded drug products, with figures mentioned as high as double the cost.

"This agreement between the UK reinforces the international landscape for innovative medicines and introduces long-overdue fairness to U.S.–U.K. medicine commerce," a release noted.

Commercial Impact

Pharmaceuticals are one of the the United Kingdom's largest export categories to the US, which is clearly the biggest market for large companies like GSK and AstraZeneca.

Statistics show that in the 12 months prior to September, the UK sold drugs totaling billions to the US. This value accounted for a significant portion of all goods exports in that timeframe.

"This agreement safeguards work, stimulates investment and sets the stage for the UK to emerge as a international leader for biotech and pharma," a government official stated.

Key UK Commitments

The agreement entails several key commitments from the United Kingdom:

  • Revised Affordability Limit: The UK will increase the affordability limit at which it deems new therapies to be prohibitively costly by a quarter.
  • Boosted Medicine Funding: There is a target to double overall health service expenditure on treatments from 0.3 percent of Gross Domestic Product to 0.6 percent over the coming ten years.
  • Payback Limit: The percentage manufacturers must return to the NHS to prevent overspending will be capped at fifteen percent. In the past, refunds topped 20%.

Industry Background

This agreement follows a ongoing row between the drug companies and the British authorities over spending levels and NHS adoption.

These tensions were intensified by arguments that US consumers were charged a premium for the identical medicines than patients in the UK and Europe.

Over the last 18 months, several large pharmaceutical investments in the UK have been paused or abandoned, while multi-billion-dollar funding commitments have been directed toward American operations.

One official publicly accepted that the NHS had to invest a greater share on drugs, noting that its expenditure on drugs had declined as a share of its overall budget over the last ten years.
